Since 2002, when the U.S.Government authorized the formation of regional utility organizations to indpendently plan transmission, the regional ISO's have formuated many different transmission additions to expand their markets. The proposals greatly increase the overall capacity of our existing robust grid in order to move much higher volumes of power primarily from lower cost coal-generation sources in the Midwest towards markets in the east where profits are higher.

Over the past 4 years, astute local governments and ratepayers have begun questioning the cost effectiveness and limited benefits of these utility proposals. Ratepayers look at the very high costs they would be forced to assume over the next 40 years ($55- $978 billion) and observe that comparable investments in energy efficiency and local power would deliver benefits they and their communities much prefer. In states where investment in efficiency is emphasized. benefits include lower home/farm/businsess operation costs, many locally created jobs, greater energy self-sufficiency and net carbon emission reductions that are guaranteed and less costly to realize.
